McGaugh is a Fellow and the former Director, Center for the Neurobiology of Learning and Memory, University of CA, Irvine. He received his Ph.D. from UC Berkeley in 1959.

His honors and awards include: elected membership in the National Academy of Sciences; the Extraordinarius Award, University of CA, Irvine, 1982; William James Fellow, American Psychological Society, 1989; American Academy of Arts and Sciences Fellow, 1992; the UC Irvine Medal, 1992; establishment of James L. McGaugh Award for Excellence in Graduate Research in Psychobiology, University of CA, Irvine, 1994; and the John P. McGovern Award, American Association for the Advancement of Science, 1996. He received an Honorary Doctorate of Science from the Southern Illinois University, 1991. He received an Honorary Doctorate of Science from Southern Illinois University, 1991.
