Biller is professor emeritus of Public Administration at the University of Southern California (USC). He played a leading role in shaping higher education policy and management for more than 20 years. He served as dean of USC's School of Public Administration from 1976-1982, and then served in various senior administrative positions within the university, including vice president for External Affairs, vice president for Undergraduate Affairs and executive vice provost. In 1993, he rejoined the School of Public Administration's faculty. He served as dean of USC's newly created School of Policy, Planning and Development from 1998-2000.

Dr. Biller's awards and honors include the University of Southern California's highest honor, the Presidential Medallion, 1998. He is a member of the National Academy of Public Administration, is past president of the National Association for Schools of Public Affairs and Administration and serves as chairman for the California Student Aid Commission.
